step 1: open gimp>file>new; choose the size you want your canvas to be & choose whatever background you want for the canvas: in the same window, advanced options>fill with_____ (i did 500x300 with a transparent bg)
step 2: go to the tool box and click on the text tool. also pick whatever color you want the inside color text to be, i picked white. (X)
step 3: edit text options. click on the little play button in your tool box that is directly across from where it says layers. (x)
step 4: then go to add tab>tool options. (x)
step 5: make sure your text tool is still highlighted. pick the font and size you want.
step 6: type whatever word/phrase you want in the canvas. *we will call this text layer 1.*
step 7: now with the text layer 1 still highlighted, go to layer>layer to image size.
step 8: then go to layer>transparency>alpha to selection.
step 9: now go to layer>new layer *we will call this text layer 2*
step 10: with text layer 2 highlighted, go to select>grow and this should pop up (x). type in the amount of outline you want to be around the text. (i put 10 for mines)
step 11: click the bucket fill tool (x - right next to the text tool on the right). pick a outline color and fill the text layer 2 with that color.
step 12: go to your layers and move text layer 2 underneath text layer 1. (x)
step 13: go to select>none then go to layers>merge down.
